Add a knowledge base surface

Render library resources and synchronization status using the library contracts.

The default Chakra skin provides knowledge-base chrome. A custom skin can consume the headless knowledge-base hooks and preserve the same ownership rule: network actions and synchronized state live in React, while visual cards, progress, and empty states live in the skin.
